CHP Bodrum İlçe kongresi davetiyesi

CHP kurultay sürecinde başlayan ilçe kongrelerinde Muğla'da Bodrum İlçe Kongresi de 20 Ağustos 2023 Pazar günü B.B. Herodot Kültür Merkezi'nde yapılacak. Saat 11:00'de başlayacak CHP Bodrum İlçe kongresi için başkanlığa ve yönetime şu ana kadar 2 isim adaylığını resmen açıkladı. Daha önce 2 kez aday olan Tuna Işın'ın ardından mevcut CHP Bodrum İlçe Başkanı Başar Bıyıklı da adaylığını resmen açıkladı.

Başar Bıyıklı, 2007 yılında CHP'ye üye oldu. 2015 yılında CHP Bodrum ilçe yönetim kuruluna yönetim kurulu üyesi olarak seçildi. Son milletvekili seçimlerinde milletvekili aday adayı olan bu nedenle de görevinden istifa eden eski CHP Bodrum İlçe Başkanı Halil Karahan’ın yerine 25 Ocak 2023 tarihinde CHP Bodrum ilçe yönetim kurulu üyeleri arasında yapılan oylamayla ilçe başkanı olarak seçildi.

CHP Bodrum Çarşı ilçe binası önünde düzenlenen adaylık duyurusu ve basın toplantısına diğer ilçe başkanı adayı Tuna Işın, Bodrum Belediye Başkanı Ahmet Aras ile Bodrum Belediye Başkan yardımcısı İbrahim Akbaş, Bodrum Belediye Başkan Yardımcısı İlknur Ülküm Seferoğlu ile partililer, delegeler, mahalle temsilcilerinden bazıları, Bodrum ilçe kadın kolları mahalle temsilcilerinden bazıları katıldı. CHP Bodrum ilçe başkanı ve ilçe başkan adayı Başar Bıyıklı rakibi Tuna Işın'ın yanına giderek katılımı için teşekkür etti. Tuna Işın'ın 11 Ağustos 2023 tarihinde aynı yerde gerçekleştirilen adaylık açıklamasına da Başar Bıykılı katılmış ve Bıyıklı kürsüye gelerek rakbi Tuna Işın'ın elini havaya kaldırmıştı.

Mevcut yönetimden bazı isimler aday listede yok

Sözlerinin başında 17 Ağustos 1999 depreminin 24’üncü yıldönümü olduğunu hatırlatan Bıyıklı, depremde yaşamını yitirenlerandı. Bodrum ilçe yönetim kurulu aday listesinde mevcut yönetim kurulunun yanı sıra yeni isimlerin de eklendiğini belirten Bıyıklı CHP Bodrum İlçe yönetimine aday olarak listesine aldığı isimleri sahneye davet ederek tanıttı. Bu arada mevcut CHP Bodrum ilçe yönetim kurulundan bazı isimlerin belediye meclis üyeliğine aday olacakları bu nedenle yeni listede yer almadıkları, bazı isimleri de Bıyıklı'nın yeni listeye koymadığı öğrenildi.

2007 yılında üye olduğu CHP’de, 2015 yılından bu yana CHP Bodrum ilçe yönetim kurulunda görev aldığını anımsatan Bıyıklı, “Bu süreçte yenilenerek, birleşe birleşe inandığımız ilkeler için sonuna kadar mücadele edeceğiz” dedi. Bıyıklı, sözlerine şöyle devam etti;

Bıyıklı'nın konuşması

“Yaklaşık 200 yıllık soy ağacının Bodrum Girelbelen köyüne dayalı bir ailenin 2 çocuğundan biri olarak 1984 yılında Bodrum’da doğdum. İlk, orta ve lise eğitimimi tamamlayarak, faaliyetine halen devam eden akaryakıt istasyonunu kurarak, iş yaşantısına başlarken, bir yandan da üniversite eğitimime devam ederek kamu yönetimi ve turizm bölümlerini bitirdim. Savunduğum değerler ve ilkeler uğuruna ve Mustafa Kemal Atatürk’ün gösterdiği yolda yürümek için 2007 yılında partimin Bodrum örgütlerine katılarak toplamda 3 dönem yönetim kurulu üyeliği ve ilçe sekreterliği görevini yürüterek, aktif şekilde partime ve Bodrum’a hizmet ettim. Son dönemde de, milletvekilliği aday adaylığı başvurusu nedeniyle Halil Karahan’ın istifası sonrasında yönetim kurulu üyelerimizin oy birliği ile CHP Bodrum İlçe Başkanlığı görevini 25 Ocak 2023 tarihinden bu yana sürdürüyorum. 7 aylık bir süreçte iki genel seçimi örgütümüzle birlikte çalışarak, Bodrum’dan 32 yıl sonra bir milletvekilinin Türkiye Büyük Millet Meclisi’nde bizlerin sesi olabilmesi için çok çaba sarf ettik.

'Tecrübeli ve konulara hakimim..'

Önümüzde en yakın süreçte ilçe örgütümüzün yeni yönetiminin belirlenmesi. Bu süreç hem Bodrum için hem de bizler için çok önem taşıyor. Zira artık gençleştirilmiş bir yönetim ile yönetimsel değişim sürecini başlatabiliriz. 2015 yılında bu yana yönetim kurulu üyeliği ve sekreterlik yaptım. Buradan yola çıkarsanız yerel ve genel seçimlerde aktif çalışma imkânım oldu. Oldukça deneyim kazandım. Kazandığım bu deneyimlerde bazı noktalarda eksikler ve uygulama yönünde değişimin yapılması gerektiğini de gördüm. Parti içerisinde aldığım sorumluklar ve yaptığım çalışmalar ile bu 7 aylık süreçte bir büyük afet, Cumhurbaşkanlığı ve milletvekilliği seçimlerinin içerisinde bulunduğu 2 büyük seçim yönettim. Aktif siyasetin içerisinde olmayan, Bodrum dinamiklerine hâkim olmayan birinin yapabileceği türden yönetim organizasyonları değildi bu işler.

'Savunduğumuz değişim; her aşamada ön seçimdir'

Bu süreçte ilk düzeltmemiz gereken konu aynı ideolojiden, aynı ilkelerden bir araya gelmiş delegesinden yönetimine, hepimizin Cumhuriyet Halk Partisi için yüreklerimizi koyduğumuz gibi, emeklerimizi de bir araya getirerek, oldukça kritik olacak bir yerel seçim sürecinde yara almadan, hedefe ulaşarak, partimizi ve ideolojilerimizi korumamız gerekiyor. Bunun için atılacak olan en büyük adım, bölünmüşlüğü ortadan kaldırmak. Parti içerisinde kişilere göre siyaset yapmak değil, ilkeler için mücadele edip, temelde dağınıklığı ortadan kaldırmak için, değişimin mutlaka olması gerektiği sadece kişilerle değil yöntemsel olması gerektiğine inanıyorum. Yöntemsel değişiklik nasıl olur! Gerçek anlamda demokrasinin var olabilmesi için her kurulun, belediye başkanlıklarının ön seçimle sandıklarda belirlenmesi gerekir. Bizim savunduğumuz ve olması gerektiğine inandığımız değişim bu olmalı. Bu değişim bugün Bodrum’da olursa, Bodrum’dan ülke geneline yayılan bir dalga yaratmamız da işten değil.

'Kendi listemi kendim oluşturdum...'

Yönetime geldiğim 25 Ocak tarihinden bugüne kadar, mevcut yönetim kurulu ile çalıştım. Önümüzdeki seçimlerde kendi yönetim kurulumu oluşturup, Bodrum’a, partimize hizmet edebileceğim bir ilçe başkanı olmak için seçimlere aday oldum. Değişimin kişilerle değil, uygulamalarla olması gerektiğine inanan bir ekip ile. Örneğin dönem sınırı olmalı. Mesela ben 2 dönem veya 3 dönem ilçe başkanlığı görevini yürütüp belirlenen süreç sonunda artık aday olmamalıyım. Bu da alttan gelen yeni neslin önünün açılmasına, genç zihinlerin, hayata farklı bakan gençlerin önünün açılmasına neden olacak.

'Yöntemsel olarak değişim şart...'

Bir diğer konu da merkeziyetçi yönetimin son bulması gerekiyor. Herkes adaletli bir şekilde sandıktan çıkacak sonuçla yönetimlere gelmeli. Yoksa geçtiğimiz seçimlerde de yaşanan sorunlar tekrar tekrar yaşanacak ve bu da partinin geleceğini tehlikeye sokacaktır. Bu nedenle de yöntemsel olarak değişim şart olduğunu savunuyoruz. Siyasetteki yöntemsel değişim, sadece mevcut sorunların çözümünü kolaylaştırmakla kalmaz, aynı zamanda toplumsal güveni artırarak daha sürdürülebilir sonuçlar doğurabilir. Bu nedenle, siyasi liderlerin sadece isim değiştirmek yerine daha demokratik, katılımcı ve etik bir yönetim anlayışını benimsemesi, gerçek anlamda pozitif bir değişimin temelini oluşturacağına yürekte inanıyorum.”

Başar Bıyıklı announced his candidacy

CHP Bodrum District President Başar Bıyıklı officially announced that he is a candidate at the CHP Bodrum ordinary district congress. announced his candidacy for mayor.

In the district congresses that started during the CHP convention process, the Bodrum District Congress in Muğla was also held on Sunday, August 20, 2023. It will be held at the Herodotus Cultural Center. The CHP Bodrum District Congress, which will start at 11:00, has officially announced its candidacy for the presidency and the administration until now. After Tuna Işın, who was nominated 3 times before, the current CHP Bodrum District President Başar Bıyıklı officially announced his candidacy.

Başar Bıyıklı became a member of CHP in 2007. In 2015, he was elected to the CHP Bodrum District Board of Directors as a member of the board of directors. On January 25, 2023, he was elected as the district chairman by voting among the members of the CHP Bodrum district board of directors, replacing former CHP Bodrum District Chairman Halil Karahan, who was a candidate for parliamentary candidate in the last parliamentary elections.

Bıyıklı reminded at the beginning of his words that it was the 24th anniversary of the 17 August 1999 earthquake and was the one who lost their lives in the earthquake. Bıyıklı stated that new names were added to the Bodrum District Board of Directors candidate list in addition to the current board of directors, and invited the names he had taken to the list as candidates for the CHP Bodrum District Management to the stage. In the meantime, it has been learned that some names from the current CHP Bodrum district board of directors will be candidates for municipal council membership, therefore they are not included in the new list, and Bıyıklı did not put some names on the new list.

Reminding that he has been a member of the CHP in 2007 and has been serving in the CHP Bodrum District Board since 2015, Bıyıklı said, "We will fight to the end for the principles we believe in, by being renewed in this process." Bıyıklı continued his words as follows;

“I was born in Bodrum in 1984 as one of the two children of a family whose family tree is approximately 200 years old, based in Bodrum Girelbelen village. By completing my primary, secondary and high school education, I started my business life by establishing the gas station that is still in operation, while continuing my university education and finishing the departments of public administration and tourism. For the sake of the values and principles I defend and to walk the path that Mustafa Kemal Atatürk showed, I joined my party's Bodrum organizations in 2007 and served as a member of the board of directors and district secretary for a total of 3 terms, and actively served my party and Bodrum. Recently, after Halil Karahan's resignation due to his candidacy application for parliamentary candidacy, I have been serving as the CHP Bodrum District Chairman since 25 January 2023, with the unanimous vote of our board members. Working with our organization in two general elections in a 7-month period, we made great efforts to have a deputy become our voice in the Turkish Grand National Assembly, 32 years after Bodrum.

'I am experienced and have a good command of the subjects..'

Determination of the new management of our district organization in the nearest period ahead. This process is very important both for Bodrum and for us. Because now we can start the managerial change process with a rejuvenated management. I have been a board member and secretary since 2015. If you start from here, I had the opportunity to work actively in local and general elections. I gained quite a bit of experience. In these experiences I gained, I also saw that there are some deficiencies in some points and that changes should be made in the direction of implementation. With the responsibilities I took within the party and the work I did, I managed a major disaster in this 7-month period, and 2 major elections, including the Presidential and parliamentary elections. These were not the kind of management organizations that someone who is not involved in active politics and who does not have a command of Bodrum dynamics can do.

'The change we advocate; is a pre-selection at every stage'

The first thing we need to fix in this process is that we all have to put our hearts together for the Republican People's Party, from the delegates who came together from the same ideology and the same principles, and we need to protect our party and ideologies by gathering our efforts, reaching the target without getting injured in a very critical local election process. . The biggest step to be taken for this is to eliminate the division. It's not about making politics according to people in the party, I believe that in order to fight for principles and basically eliminate clutter, change must happen, not just with people, but methodically. How about a methodological change! In order for democracy to exist in the real sense, each council and mayor must be determined in the ballot boxes through primary elections. This should be the change we advocate and believe should happen. If this change happens in Bodrum today, it will be easy for us to create a wave that spreads from Bodrum to the whole country.

'I made my own list...'

I have worked with the current board of directors since January 25, when I came to the management. In the upcoming elections, I became a candidate for the elections to form my own board of directors and become a district president in Bodrum, where I can serve our party. With a team that believes that change should not be with people, but with applications. For example, there should be a term limit. For example, I should not be a candidate anymore after I have served as district chairman for 2 or 3 terms and at the end of the determined process. This will pave the way for the new generation coming from below, and pave the way for young minds and young people who look at life differently.

'Methodically change is necessary...'

Another issue is that the centralized administration must come to an end. Everyone should come to the administrations with a fair result from the ballot box. Otherwise, the problems experienced in the previous elections will be experienced again and again, and this will endanger the future of the party. For this reason, we argue that methodological change is a must. Methodical change in politics not only facilitates the solution of existing problems, but also can lead to more sustainable results by increasing social trust. For this reason, I strongly believe that political leaders' adoption of a more democratic, participatory and ethical management approach, rather than just changing names, will form the basis of a truly positive change."
